    The Graph API supports creating Plans Paul - so this does not need to be changed to "Create plan programmatically". See https://docs.microsoft.com/en-us/graph/api/resources/planner-overview?view=graph-rest-1.0

    Please note these limits are not static and the number quoted here is not current. The product group review the limits periodically and increase based on usage and performance improvements.

    Often this is caused by the thread in Outlook having been deleted. It may not be obvious that the comments in Planner are actually a conversation thread - so if the thread - even mailbox gets removed then the comments have nowhere to go. https://support.office.com/en-us/article/Comment-on-tasks-in-Microsoft-Planner-fd4aedde-7785-4cd0-96ee-122fbc9140e1 has the general details of this feature.

    I believe this may just have been fixed - it is working in my production test tenant.
