Specifically point 3 is essential. When is this expected to be updated/integrated?

This is a critical feature needed for a task manager.

Jup, it's needed. Every time when we want to try Planner for a project, we tend to skip it due to the lack of the mentions...

Beyond critical. This would bring planner into competition with other major platforms like Asana, Wrike and Trello.

Planner seems to be similar to Trello, only it doesn't include this critical feature. It's a little concerning that this suggestion was made almost a year ago and yet nothing has been changed. Microsoft could point to the low number of votes, but I would assert that the number is low because of poor adoption of this tool. If this too can get near parity with other free established tools like Trello, I think adoption would go up.

#3 would make life so much easier.
In my opinion, planner is inferior to a lot of other project management solutions without it.

Every other planning tool our company is looking at has the @mention feature except Planner. This is a big deal!

This is something I think would be very powerful and helpful. As team members are working on efforts, they need support from others and need to be able to call them out for help.
