Allow plans to be added to favorites without Exchange Online

allow non-exchange online users to add plans to favorites.

    The feature is there, I can click, but does not work. How shall I explain that to the users? They already have an acceptance problem, now one more. Please fix that asap!

    I find this really annoying, a feature that worked fine before has been removed. Lots of corporate customers are not willing or ready to go to exchange online.

    this appears to have worked before... but recently changed to stop people adding favorites without Exchange Online - please re-instate.
