E-mail a task to a user
Be able to send a email to a mail box to put in tasks

I agree that there should be ability to send emails - that link back to the project task and request status updates from the assignee. Further, there should be a link or button to "add to tasks" in MS Outlook. These are 2 separate functionality requests.
I'm not personally fond of using email to generate tasks. If you have a mobile phone a simple app interface is better. More email addresses to remember, presumably one per project or you have to exactly type some project identifier is difficult.
What I like about collaborative project tools is they reduce the use of email. Sending an email would have to be followed up with checking to see if it really worked, or was it misaddressed or sent to the wrong project or ????
You mean you want the task in Planner to be sync'd with Outlook Tasks? If the user is subscribed to the plan, they'll get an email for the task that's assigned to them (and an email for every other thing posted to the plan, unfortunately), and from Outlook, they could drag the email onto Tasks in Outlook to create a task. Too tedious?
